Ozone formation and the challenge of air quality management in California within the context of global change.
Ozone pollution results from the gas-phase oxidation of organic compounds in the presence of nitrogen oxides. In California, ozone pollution has steadily declined over the past thirty years, but often remains above international limits. The insufficient progress reflects the challenge of designing control policies for both hydrocarbon and NOx emissions in the face of uncertainty in their efficacy. In addition, an increasing global background of ozone adds to the challenge.
